Demand base Electric Metering!

Wouldn't our industries and residential consumers benefit from demand base metering system. Before you say, I know there are hundred reasons why it wouldn't work, I am more interested in one thing that we can do to make it work. Here is an example of how it is done by one utility company in California (they have 6 rates, but i only listed the simplest one).

This slide (click to enlarge) shows that value of Solar Power is much higher than fossil power, because it is produced when demand is highest.

My dream for Paksitan


This is a 20 MW PV Solar System in Nevada Desert (USA). Similar system can power over 20,000 homes for next 25 years at a cost of $100,000,000 (price of two fighter jets).
How much do you think we'll spend on fossil (oil/gas) to produce same amount of power? Please do note that there is "virtually" no maintenance on these and they will still work after 25 years (perhaps 60-70%).
